 Democratic Minority Office Proposes Bipartisan Amendment to Constitutional Resolution

In a bid to foster bipartisan unity and reaffirm foundational American principles, the Democratic Minority Office introduced an amendment to Resolution P/414/25, titled “Affirming Support for The United States Constitution and the First Amendment,” originally submitted by the GOP. The proposed amendment sought to explicitly honor individuals—Republican and Democrat alike—who have made the ultimate sacrifice while exercising their Constitutional right to free speech.

The amendment aimed to strengthen the resolution’s commitment to the freedoms of speech, press, assembly, and petition, and to ensure that recognition of such sacrifices transcends party lines. It emphasized the shared responsibility of elected officials to acknowledge all who have stood up for liberty, regardless of political affiliation.

When Democratic Minority Leader Grimm presented the amended resolution, Legislator Bayly moved to table it. Because a motion to table overrides any pending amendments, the original GOP resolution was tabled by a vote of 11–8. This episode follows a similar incident in September, when GOP legislators declined to pass a series of resolutions introduced by Minority Democrats that honored the First and Fifth Amendments. That decision has sparked concern among constituents and civic leaders, many of whom view it as a troubling signal of waning commitment to civil liberties and equal justice under the law.
