William “Bill” Film was appointed to the Rensselaer County Legislature, at the July 14, 2026 meeting to represent Legislative District 4 and will seek election to a full term in November 2026.

A lifelong public servant with more than three decades of county government experience, Bill Film has built a career centered on fiscal responsibility, efficient government, property tax administration, and exceptional service to residents.

After attending Hudson Valley Community College, Bill earned an Associate in Applied Science degree in Banking, Insurance and Real Estate and later completed the requirements for an A.A.S. in Marketing. While attending HVCC, [Candidate Name] served as both Senator and later President of the Student Government, demonstrating an early commitment to leadership and public service.

Over the course of a distinguished county career, Bill has held numerous leadership positions, including:

As Deputy County Clerk, Bill managed the Rensselaer County Department of Motor Vehicles, supervising 21 employees while overseeing an office generating more than $12 million annually in revenue. During that tenure, DMV revenue increased by approximately 125 percent.

As County Real Estate Specialist and later Director of Real Property Tax Services, Bill led initiatives that modernized county records, digitized more than a decade of property records, reduced delinquent tax receivables by nearly $17 million in the first three years, worked to return foreclosed and environmentally challenged properties to the tax rolls, and helped seniors, veterans, farmers, municipalities, and taxpayers navigate complex assessment and exemption programs. As Director, Bill also reduced departmental spending by 20 percent while lowering municipal chargebacks through shared services and improved operational efficiencies.

In addition to public service, Bill served as Vice President of Capital Region Inspection Services, performing residential and commercial property inspections, and currently serves as a consultant with ITM, Inc., assisting the Rensselaer County Industrial Development Agency with annual project billing and required New York State PARIS reporting.

Throughout a career dedicated to professional excellence, Bill has completed extensive training through the New York State Office of Real Property Tax Services and the New York State Assessors Association, including coursework in assessment administration, appraisal, tax enforcement, mapping, ethics, exemptions, and mass appraisal.
