Pattison County Office Building\, 1600 7th Avenue\, Troy\, New York for the purpose of hearing public comments on Rensselaer County’s community development needs\, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2021 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $45 million for the 2021 program year for housing\, economic development\, public facilities\, public infrastructure\, and planning activities\, with the principal purpose of benefiting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternative proposals. Comments on the CDBG program or proposed project(s) will be received at this time.  This hearing is being conducted pursuant to 24 CFR 570.486. Subpart I\, and in compliance with the requirements of the Housing and Community Development Act of 1974\, as amended. The location of hearing is accessible to persons with disabilities. DESCRIPTION:John Russell Reitano\n1926-2005 \n \nFAMILY HISTORY:\nJohn Russell Reitano was born on February 6\, 1926 in Troy\, New York to the late Mary (Marvelli) and Anthony Reitano. He was the brother of Kay\, Antoinette and Angeline. John grew up in Troy and later resided in Colonie\, New York and then Mechanicville\, New York. \nEDUCATION:\nHe attended St. Peter’s School in Troy from 1930-1938\, Troy High School from 1939-1942\, and later went on to attend Troy Business School. \nHISTORY:\nJohn enlisted in the United States Navy on November 2\, 1943 in Albany\, New York and served during World War II with the rank of Seaman First Class. He received bootcamp training at the Naval Training Center in Sampson\, New York. John served as gunners mate with ACORN 45 in helping with the liberation of the Philippine Islands. John also helped secure\, repair\, and provide fire cover for Sea Bees who were rebuilding landing strips at Sangly Point. \nJohn served at many vessels and stations throughout his time in the Navy. This included NRS Albany\, New York\, NTS Sampson\, New York\, AGC Norva\, AGC Brooklyn\, New York\, SS Paulsboro\, ABATU Lido Beach Long Island\, New York\, ACORN 45 Port Hueneme\, California\, ACORN 45 San Nicolas Island\, NAS Navy 961 and PSC Lido Beach Long Island\, New York. He was the proud recipient of multiple awards; American Theatre Medal\, Victory Medal\, Philippine Liberation Ribbon and Asiatic Pacific Medal. John was honorably discharged from the United States Navy on May 7\, 1946. \nPERSONAL:\nOn September 26\, 1949\, John married his wife\, Dorothy (Berlingieri) Reitano. Together they have two sons and their daughter-in-laws; John (Frances) and Paul (Peggy)\, three grandchildren; Kate (Chris)\, Justin (Nicole) and Nicholas (Ashley) and one great-grandchild; Liam. \nWORK EXPERIENCE:\nJohn was a longtime produce manager for Price Chopper and the former Central markets\, and for a short time worked for Shop Rite and Wooltex. After retirement\, he enjoyed his job as a greeter for Wal-Mart\, where he was able to greet customers with his infectious smile and good will. \nJohn always had a love for music and was a bass and drums player. He was the well-known band leader for the Dixieland Ambassadors and Johnny Rei Trio. The Dixieland Ambassadors played in many Capital District parades and many other events. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nAlong with his music\, John enjoyed softball\, golf\, bowling and painting. He was an active member of Veterans of Lansingburgh\, past Commander of VFW Post 6928 in Mechanicville\, New York\, was a member of the Family Day in the Park committee since its inception and assisted with all the events and fundraising needs\, and was a member of the Italian Fraternal Society and the Assumption- St. Paul Church. John took part in the Family Day in the Park in Mechanicville\, the Troy Flag Day Parade\, and the Veterans of Lansingburgh Memorial Day Parade. \nSadly on March 21\, 2005\, John passed away. \n  \nHonor A Deceased Veteran Ceremony will be held in the Legislative Chambers of the Rensselaer County Legislature. \nFor questions or application information\, please contact the Legislature at 518-270-2880. \n

DESCRIPTION:JAMES JOSEPH CONNELL\, JR.\n1951-2019 \nFAMILY HISTORY:\nJames “Jim” Joseph Connell Jr. was born on October 28\, 1951 in Albany\, New York to the late James Joseph Connell Sr. and Alice Merhige Connell. He was the brother of Deborah Connell Renfrew\, Jean Connell Seney\, Michael Patrick Connell Sr. and the late Amelia. \nEDUCATION:\nJim attended Columbia High School\, where he graduated with the class of 1971 with a Regents Diploma. After graduating from high school\, he went on to attend SUNY at Morrisvile\, where he graduated with the class of 1974 with a degree in journalism and photography\, which were his passions. \nHISTORY:\nJim enlisted in the United States Marine Corps on October 3\, 1971\, and served as a rifleman until October 3\, 1977. He later joined the New York Army National Guard in 1981\, where he was a photo journalist. Jim retired from the New York Army National Guard on November 1\, 2011 with the rank of Staff Sergeant. He received at least 6 coins for exemplary service from both the Marine Corps and the New York Army National Guard. \nPERSONAL:\nOn April 27\, 1974\, Jim married his wife\, Gail Harwood Connell in Rensselaer\, New York at the First United Methodist Church. He is the beloved father of Christopher\, Dena\, Michelle and James IV\, and the beloved grandfather of Karlina\, Cheyenne\, Damian\, Savannah\, Breanna\, Angelina\, Alyssa\, Kiley\, Olivia. Logan\, Abigail\, and Casey whom he loved dearly. \nWORK EXPERIENCE:\nThroughout the years\, Jim worked as a freelance photojournalist for many capital district newspapers\, which included the Glens Falls Post-Star and the Amsterdam Recorder. During the mid- 1980’s\, he was the managing editor and monthly publisher for the Albany-Colonie Yankees Double-A affiliate. During Jim’ semi-retirement years\, he was a school bus driver for the city of Rensselaer for more than 3 years\, and was a 3rd base usher for the Philadelphia Phillies at their spring training site in Clearwater\, Florida. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nJim was a proud historian and author of “A Lonely Battle Stance” regarding the Civil War. He was a member of the 125th New York Volunteer Infantry and participated in reenactments of the Civil War. Jim enjoyed watching baseball games with his family as an avid NY Yankees fan\, coaching little league and softball for his children and grandchildren\, collecting baseball cards and memorabilia dating back to the 1930’s\, gardening\, his koi fish pond\, was a classic car enthusiast and was an eclectic artist. \nSadly\, on July 23\, 2019 Jim passed away.

DESCRIPTION:HOWARD A. RICHARDS\n1922-1987 \n \nFAMILY HISTORY:\nHoward A. Richards was born on January 16\, 1922 in Nassau\, New York to Charlotte (Hutchinson) and Abram Richards. He was the brother of Henry\, Everette\, Irene and Dorothy. \nEDUCATION:\nHe attended Martin Van Buren High School in Valatie\, New York\, and graduated with the class of 1939. \nHISTORY:\nHoward enlisted in the United States Army on November 11\, 1942. During World War II\, he served as a Sergeant and supervised 16 men in various aspects of firearms with Battery C 337th Field Artillery Battalion during his three year deployment. \nDuring his time in the Army\, Howard studied all known war gases\, their uses and effects\, and defense against them at Chemical Warfare School. He was awarded the American Service Medal\, European African Middle Eastern Service Medal\, and the Good Conduct Medal. On November 5\, 1945\, Howard was honorably discharged. \nPERSONAL:\nOn August 16\, 1942\, Howard married his wife\, Dorothy Karle. Together they have four daughters; Cheryl\, Corinne\, Claudia and Cindy\, and eight grandchildren; Jennifer\, Aisha\, Kam\, Jason\, Karlee\, Michael\, Christie and Robin. \nWORK EXPERIENCE:\nHoward worked as plumber for several years before enlisting. After being honorably discharged from the Army\, he resumed his career with the Plumber and Steamfitter Union Local No. 7\, and after 37 years of service Howard retired. Over the years\, he also worked at Shaefer Brewery in Albany\, New York. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nSpending time with his family was Howard’s favorite things to do\, along with camping\, fishing\, doing crossword puzzles\, and playing cards. He was also very active in the local veterans’ community and wanted to help however he could. Howard was a member of VFW Post No. 8162\, Nassau American Legion Post No. 1268\, and Kinderhook Elks Lodge No. 2530. \nSadly on August 2\, 1987\, Howard passed away. \nHonor A Deceased Veteran Ceremony will be held in the Legislative Chambers of the Rensselaer County Legislature. \nFor questions or application information\, please contact the Legislature at 518-270-2880. \n
