DESCRIPTION:NOTICE OF PUBLIC HEARING \n PLEASE TAKE NOTICE\, Rensselaer County will hold a public hearing on Tuesday\, April 9\, 2019 at 5:45 PM in the Legislative Chambers of the Ned E. Pattison County Office Building\, 1600 7th Avenue\, Troy\, New York for the purpose of hearing public comments on Rensselaer County’s community development needs\, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2019 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $45 million for the 2019 program year for housing\, economic development\, public facilities\, public infrastructure\, and planning activities\, with the principal purpose of benefiting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternative proposals. Comments on the CDBG program or proposed project(s) will be received at this time.  This hearing is being conducted pursuant to 24 CFR 570.486. Subpart I\, and in compliance with the requirements of the Housing and Community Development Act of 1974\, as amended. The location of hearing is accessible to persons with disabilities. DESCRIPTION:WALTER HARRY BETHEL\n1924-1942 \nFAMILY HISTORY:\nWalter Harry Bethel was born on November 12\, 1924 in Milford\, Massachusetts to Walter Daniel Bethel and Natalina “Tillie” Donini Bethel.  Walter was the brother of Olive\, Robert and the late Doris. \nEDUCATION:\nWalter attended Cohoes High School. \nHISTORY:\nWalter Harry Bethel enlisted in the United States Navy on December 11\, 1941.  He was a Seaman 2nd Class\, serving abroad the USS Ingraham.  On August 22\, 1942\, Seaman 2nd Class Bethel along with his crew were sent on a mission off the coast of Nova Scotia\, Escort (Convoy) duty.  During the mission\, USS Ingraham collided with the oil tanker\, USS Chemung AO-30\, Convoy AT-20; causing USS Ingraham to sink.  Seaman 2nd Class Bethel was declared Killed in Action on August 23\, 1943. \nSeaman 2nd Class Bethel became the recipient of the Purple Heart\, American Campaign Medal and the European-African-Middle Eastern Campaign Medal. \nPERSONAL: \nWORK EXPERIENCE:\nWalter worked the running folding machine at Field & Hatch Knitting Co. in Cohoes. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nWalter enjoyed boxing and baseball.

DESCRIPTION:  \nFRANK ANTHONY PUPELLO\, JR.\n1942-2004 \nFAMILY HISTORY:\nFrank Anthony Pupello\, Jr. was born on April 19\, 1942 in Brockton\, Massachusetts to the late Frank Pupello\, Sr. and Elizabeth (Teceno) Pupello.  Frank was the brother of Patricia Krafnickas\, Betty Ann Ryan\, William Pupello and Nicholas Pupello. \nEDUCATION:\nFrank attended Russell Sage College receiving his Bachelor’s in Business Administration degree. \nHISTORY:\nCorporal Frank Anthony Pupello\, Jr. enlisted in the United States Marine Corps during the Vietnam War on February 12\, 1963 in Albany\, New York.  Corporal Pupello served as a Rifleman.  He became the proud recipient of the Good Conduct Medal\, the Vietnam Service Medal and the National Defense Medal.  Frank was honorably discharged on June 10\, 1966. \nPERSONAL:\nOn April 18\, 1967\, Frank married his wife\, Lynn A. (Staats) Pupello.  Together they had four daughters; Lynette Rossello\, Lisa O’Connell\, Joyce Pupello and Tina Pupello.  Frank is also survived by his five grandchildren; Giovani Saldana\, Kelsi and Andi O’Connell\, Mason and Sam Bishop. \nWORK EXPERIENCE:\nFrank worked as a salesman for Mohawk Tire in Massachusetts for 5 years.  He was the owner and operator of Nassau Tire Co. for 20 years.  Frank was also a Procurement Officer at the Watervliet Arsenal\, retiring in 2001. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nFrank was the past president of East Greenbush Rotary and Chamber of Commerce.  He was a member of the VFW Post #1019.  He was a member of the East Greenbush Glee Club and Community Theatre\, performing with the Spotlight Players for 10 years.  Frank was also a volunteer at the Stratton VA Medical Center Hospital. \nFrank enjoyed camping\, and building models.

DESCRIPTION:EDWARD JOSEPH SIMONIK\, SR.\n1928-2005 \n \nFAMILY HISTORY:\nEdward Joseph Simonik Sr. was born on March 25\, 1928 in Plainville\, Connecticut to Wallace M. Simonik and Catherine Fimonick Simonik.  Edward was the brother of John Simonik\, Wallace Simonik and Theresia Simonik. \nEDUCATION:\nEdward attended Sacred Heart School from 1934-1943 and Troy High School from 1942-1945. \nHISTORY:\nEdward enrolled in the United States Merchant Marine\, in New York\, New York on May 18\, 1945.  On September 1\, 1945\, Edward graduated from the United States Maritime Service Training Station at Sheepshead Bay\, New York.  Edward served on foreign and inter-coastal voyages aboard the N.Y.U. Victory\, the Texarkana Victory and the Amarillo Victory\, as a Fireman/Watertender and Oiler. For his active service\, Edward earned the Atlantic War Zone Bar. Edward left his service in the United States Merchant Marine in early 1946 to enlist into the United States Marine Corps.  On April 30\, 1946\, Edward enlisted in the United States Marine Corps in Albany\, New York.  Pfc Simonik attended the Naval Air Technical Training Center in Memphis\, Tennessee\, for training as an aircraft mechanic. Pfc Simonik was honorably discharged on June 15\, 1947. \nPERSONAL:\nOn April 17\, 1949\, Edward married his wife\, the late Betty Jane (Davis) Simonik in St. Augustine Church\, Troy\, New York.  Edward was the father of one daughter; Kathryn Anne (Simonik) Pade and one son; Edward Joseph Simonik\, Jr.  Edward is also survived by a granddaughter; Audrey Pade. \nWORK EXPERIENCE:\nEdward was employed with Niagara Mohawk Power Corp. as a supervisor in the Albany Sub Station Department\, retiring after 38 years. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nEdward was a communicant of Sacred Heart Church in Troy.  He was a member of the 25 Year Club of Niagara Mohawk\, the Brunswick Elks\, the Cossayuna Lake Association and the American Legion\, Wynantskill Post. \nEdward enjoyed fishing\, hunting and building projects. \n

DESCRIPTION:JOHN CHARLES SIMONIK\, SR.\n1925-1984 \n \nFAMILY HISTORY:\nJohn Charles Simonik\, Sr. was born on June 21\, 1925 in Plainville\, Connecticut to Wallace M. Simonik and Catherine Fimonick Simonik.  John was the brother of Edward Simonik\, Wallace Simonik and Theresia Simonik. \nEDUCATION:\nJohn was educated in the Troy School District. \nHISTORY:\nJohn enlisted in the United States Army on October 10\, 1943 during World War II at Camp Upton\, New York.  Pfc Simonik served with the 351st Infantry\, 88th Infantry Division in the Rome Arno Campaign\, the North Apennines Campaign and the Po Valley Campaign.  He was a Light Mortar Crewman\, assigned as a manipulated angular and deflection devices.  Pfc Simonik became the recipient of the Purple Heart with one Oak Leaf Cluster after being wounded twice during his time in service; once at Mount Grande and then again at Castel del Rio.  He also became the recipient of the European-African-Middle-Eastern Theater Ribbon with three Bronze Stars\, Good Conduct Medal\, the Combat Infantry Badge and World War II Victory Medal.  Pfc Simonik was honorably discharged on November 7\, 1945. \nPERSONAL:\nOn May 1\, 1948\, John married his wife Joyce Ann Wentzel-Simonik in Sacred Heart Church.  John was the father of two sons; John Charles Simonik\, Jr. and Joseph Francis Simonik.  John is also survived by two grandchildren; Joseph Francis Simonik and Stephanie Simonik and several nieces and nephews. \nWORK EXPERIENCE:\nBefore enlisting with the Army\, John was employed with Behr-Manning Co.  After discharging from the Army\, John was employed with Niagara-Mohawk Power Corp. as an equipment operator\, where he retired from after 36 years. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nJohn was a communicant of Sacred Heart Church in Troy.  He was a member of the 25 Year Club of Niagara Mohawk\, the North Greenbush Post\, American Legion and the Geerholt-Rehm Post\, Veterans of Foreign Wars in Wynantskill. \nJohn enjoyed reading\, shooting darts and playing cards. \n  \n

Gaynor was born on August 29\, 1922 in Troy\, New York to the late Peter and Julia Hannan Gaynor.  Thomas was the brother of Ann Maloney\, Elizabeth Gaynor\, Robert Gaynor and the late James Gaynor\, Catherine Gaynor and Frances Saracini. \nEDUCATION:\nThomas was a graduate of Troy High School and Sage College evening division\, where he earned his bachelor’s degree in business administration. \nHISTORY:\nThomas enlisted in the United States Army on February 18\, 1943 during World War II in Albany\, New York.  He served in the Pacific Theater and as a Surgical Tech.  Thomas was the proud recipient of the WWII Victory Medal\, American Service Medal\, Asiatic-Pacific Service Medal and the Good Conduct Medal.  Thomas was honorably discharged on February 20\, 1946. \nPERSONAL:\nOn February 7\, 1953\, Thomas married his wife the late Ruth Ryan Gaynor.  Thomas was the father of Thomas Gaynor\, Jr.\, Ruth Minahan\, Patricia Renna\, Mary DeFiglio\, Annette LaBarge and the late Rosemary Gaynor.  Thomas is also survived by eight grandchildren\, one great granddaughter and several nieces and nephews. \nWORK EXPERIENCE:\nThomas was a supervisor for the New York State Department of Motor Vehicles\, Inspection Unit in Albany for 15 years\, retiring in 1987.  He then worked part-time at Broadway News in Troy for several years. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nThomas was a life member of the Watervliet VFW\, a past commander and 30-year member of the Troy VFW Post #469 and a member of the Patroon Club.  Thomas was also the Democratic Party Committeeman in the 13th ward of the City of Troy.

DESCRIPTION:DECEMBER 2018 \nJOSEPH GREGORY CAMPBELL-  HONOR-A-DECEASED-VETERAN\n1911-1988 \n  \n \n  \nFAMILY HISTORY:\nJoseph Gregory Campbell was born on September 1\, 1911 in Colonie\, New York to James David Campbell and Mary Aloysia Martley Campbell.  Joseph was the brother of Margaret Campbell McLaughlin\, James Campbell\, William Campbell\, Agnes Regina Campbell Preisser\, Eleanor Campbell Krackeler\, Mary Campbell Hyer\, John Campbell and Vincent Campbell. \nEDUCATION:\nJoseph attended St. John’s Academy in Rensselaer\, New York\, graduating in 1930. \nHISTORY:\nPrivate First Class Campbell enlisted in the United States Army on March 3\, 1944 during World War II.  PFC Campbell served as a Rifleman 745 with the 71st Division\, using an M1 rifle to take and hold enemy positions.  Joseph was proficient in the use of other infantry weapons such as machine gun and mortar.  He served 12 months in France and Germany and was awarded battle stars for the Rhineland and Central Germany Campaigns.  Joseph was also the proud recipient of European African Middle Eastern Service Medal\, Good Conduct Medal and the World War II Victory Medal.  Joseph was honorably discharged on January 16\, 1946. \nPERSONAL:\nOn September 19\, 1938\, Joseph married his wife Henrietta Matson Campbell at St. John’s Church in Rensselaer\, New York.  Together they had three daughters\, Barbara Campbell Daigle\, Carol Susan Campbell Groark and Deborah Campbell Giordano.  Joseph is also survived by seven grandchildren\, Kathleen Parker\, Sheila Cramer\, Janice Griffin\, Elizabeth Haar\, James Groark\, Eileen Hayes and David Giordano; and eleven great grandchildren\, Joseph Giordano\, Ethan\, Christopher\, and Rory Joseph Hayes\, Mackenzie Cramer\, Emma\, Sarah\, and John Groark\, Gavin and Maci Haar and Michael Maynard Parker. \nWORK EXPERIENCE:\nJoseph was owner and operator of Campbell’s Sunoco Service Station in Rensselaer\, New York for more than forty-five years. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nJoseph was a member of the Gerard O’Neil VFW Post\, Knights of Columbus and the EF Hart Hose Pumper 3 Volunteer Fire Department.  He was also a member of the St. John’s Academy basketball team\, where in 1930 they received an invitation to play in the National Catholic High School Tournament in Chicago\, Illinois. \nJoseph was an avid Trout fisherman\, and he enjoyed growing vegetables in the family garden and traveling with his wife\, Henrietta.  Most of all\, Joseph loved to spend time with his f

Miaski Buhl at the Dutch Reformed Church in Wynantskill\, New York.  Together they had three daughters\, Denise\, Rebecca and Roberta.  Clarence was the stepfather of William Loughlin and Rita Maguire; and grandfather of\, Sean\, Shannon\, Jami\, Jennifer\, Charles\, Riley\, Grayson and Maxim. \nWORK EXPERIENCE:\nClarence worked for Montgomery Ward in Menands\, New York as a stockman.  He also worked for the East Greenbush Central School District as a bus driver. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nClarence enjoyed football and physical fitness.

Loughlin\, Jr.  William was the brother of Rita\, Rebecca\, Roberta and Denise. \nEDUCATION:\nWilliam attended Albany City Schools and graduated from East Greenbush Central Schools. \nHISTORY:\nWilliam enlisted in the United States Air Force on May 28\, 1974 in Albany\, New York.  He served at the Maguire Air Force Base in New Jersey\, where he was an Electrical Power Production Specialist.  He was the recipient of the National Defense Service Medal and the Air Force Regulation 900-48 (Combat Crew Badge).  William was honorably discharged on March 15\, 1978. \nPERSONAL:\nWilliam is survived by Violet Marie Candrilli and he is the father of Jamie\, Jennifer and Jessica; and the grandfather of Mackenzie\, Jack\, Wren and Samuel. \nWORK EXPERIENCE:\nWilliam worked as a mechanic for the City of Albany\, Department of General Services. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nWilliam was a member of the American Legion. \nWilliam enjoyed family picnics at the tree farm\, hunting\, fishing and bowling with friends.

SUMMARY:Herman W. Miaski - Honor a Deceased Veteran Ceremony
DESCRIPTION:HERMAN WILLIAM MIASKI\n1929-2010 \nFAMILY HISTORY:\nHerman William Miaski was born on February 23\, 1929 in Averill Park\, New York to the late Anson Walter Miaski and Helen (Levenworth) Miaski.  Herman was the brother of Lois Clifford\, Rita Buhl and the late Vera Fowler\, Edmond Miaski and Sharon Evans. \nEDUCATION:\nHerman attended Sherwood Park School and graduated from Columbia High School\, class of 1946. \nHISTORY:\nHerman enlisted in the United States Army on September 25\, 1946.  Private First Class Miaski was serving with the 25th Infantry Division\, 90th Field Artillery Battalion.  Herman served in the Occupation of Japan and spent time in Tokyo\, Nara\, Koshien\, Kobe\, Osaka\, Nagasaki\, Hiroshima\, Oji and Nishinomiya.  While stationed in Japan\, Herman was a Warehouse Man\, assisting with the receiving\, handling\, storing\, shipping and issuing of all types of military supplies and equipment.  He also had to fill orders from warehouse stock and assisted with the taking of inventories\, checked items issued and received against invoices and bills of lading.  Herman was the proud recipient of the World War II Victory Medal\, the Army of Occupation Medal with Japan Clasp\, the Expert Rifle Marksman Badge\, the Expert Carbine Marksman Badge and the Honorable Service Lapel Button.  He was honorably discharged from the United States Army on April 12\, 1948. \nPERSONAL:\nOn September 1\, 1972\, Herman married his wife\, Barbara (Popiel) Miaski in Schodack\, New York.  Together they had one son\, Anson William Miaski and two grandchildren\, Ryan Anson Miaski and Adam William Miaski and several nieces and nephews. \nWORK EXPERIENCE:\nHerman was employed as a mason and contractor in the 1950s and 1960s and a truck driver in the late 1960s and early 1970s.  In June of 1975\, Herman joined the Engineering Department at Albany Memorial Hospital as a carpenter\, retiring from there in December of 2005.  Herman was also the co-owner of Garfield Tree Farm in Stephentown. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nHerman was a member of the Dutch Reformed Church\, Teamsters Union and the National Christmas Tree Association.  Herman was a volunteer fireman at the Sherwood Park Station in the mid 1950s. \nHerman played baseball and softball in the Albany Twilight league for many years.  He also spent many years bowling in local leagues.  He was an outdoorsman; enjoying hunting and fishing.  He also enjoyed photography and reading.
