DESCRIPTION:  \nAUSTIN A. WILCOX\n1948-2019 \nFAMILY HISTORY:\nAustin A. Wilcox was born on July 5\, 1948 in Troy\, New York to the late Florence Jones Wilcox and Ambrose Wilcox. \nEDUCATION:\nAustin attended schools in the Troy school district growing up\, and later graduated from SUNY Empire State College in 2000. \nHISTORY:\nAustin entered in the United States Army on August 10\, 1965 in Amsterdam\, New York.  He served in Vietnam from 1966-1968\, and in Afghanistan from 2004-2005. Austin was honorable discharged from the Army on January 31\, 1992 and then volunteered for recall in 2004. On September 9\, 2005\, he was honorable discharged again from the Army. Austin served as a professional Supply Logistician for 22 years. Austin received many awards during his time in the Army\, which included the Army Service Ribbon\, Overseas Service Ribbon\, Defense Meritorious Service Medal\, Army Commendation Medal\, Army Good Conduct Medal\, National Defense Service Medal\, Vietnam Service Medal\, Armed Forced Reserve Medal and the Afghanistan Campaign Medal. \nPERSONAL:\nAustin is survived by his loving children; Lucille\, Denise\, Tanya\, Mario and Austin Wilcox II; his son-in-law’s Mario Dinelli and Pete Delcoro\, his grandchildren; Krissa\, Alexander\, Susan\, Maria and Samantha and his brother Richard Burdick. \nWORK EXPERIENCE:\nHe worked various jobs throughout the capital district. The last job that Austin had before he reenlisted in 2004 was at Educational Opportunity Center located in downtown Troy\, where he was a Business Services Coordinator with Hudson Valley Community College. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nAustin was a member of Paralyzed Veterans of American\, the VFW\, a life member of the Veterans of Lansingburgh and took part in many parades. He was a man who always put the needs of others first. During his free time\, Austin liked playing his harmonica and working in his wood shop.

The CDBG program is administered by the New York State Office of Community Renewal (OCR)\, and provides resources to eligible local governments for housing\, economic development\, public facilities\, public infrastructure\, and planning activities\, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the progress of the ongoing CDBG project. Comments related to the effectiveness of administration of the CDBG project will also be received at this time. The hearing is being conducted pursuant to Section 570.486\, Subpart 1 of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974\, as amended. \nThe Legislative Chambers of the Rensselaer County Legislature is accessible to persons with disabilities. He was the brother of Holman and Thelma. \nEDUCATION:\nHe attended schools in the Troy school district growing up. \nHISTORY:\nDonald enlisted in the United States Navy on December 10\, 1943 in Albany\, New York. He served in the Pacific Theater in the Philippines from 1944 to 1946 during World War II. Donald was the proud recipient of the Victory Medal\, the American Theatre Medal and the Philippine Liberation Ribbon. On May 25\, 1946\, Donald was honorably discharge from the United States Navy. \nPERSONAL:\nOn December 24\, 1947\, Donald married his wife\, the late Joyce Bentley in Arlington\, Vermont. Together they have four children; Holly\, Enid\, Zane and Jay\, and several grandchildren and great-grandchildren whom they loved dearly. \nWORK EXPERIENCE:\nThroughout the years\, Donald worked for W & LE Gurley Company and General Electric in Schenectady. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nDespite eventually becoming blind\, Donald was able to overcome this by staying active. He loved animals\, birds\, nature and especially spending time with his family. Donald had a pilot’s license for many years\, was a beekeeper and was a licensed ham radio operator.

Rentz and Mary (Fitzmaurice) Rentz. He grew up in Rensselaer\, New York. \nEDUCATION:\nBill graduated from Columbia High School in 1955\, and then went on to attend Siena College for two years. \nHISTORY:\nBill entered into the United States Army on January 22\, 1961 in Rensselaer\, New York\, and was stationed in Fort Sam in Houston\, Texas. He was a Med Specialist. During the entire time of his enlistment\, Bill was a member of the Ready Reserve\, and served as a unit medic in the U.S. Army\, 364th General Hospital. He was awarded the Marksman Badge (Rifle)\, and was honorably discharge on March 23\, 1967. \nPERSONAL:\nOn June 26\, 1965\, Bill married his wife\, Anne (Sweeney) Rentz\, at St. Paul’s Church in Troy\, New York. Together they have one son; Stephen\, and two grandchildren; Matthew and Laura\, who Bill loved dearly. \nWORK EXPERIENCE:\nBill worked for the New York State Department of Labor for 35 years\, and retired as the Manager of Technical Services in the Data Processing Department. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nBill loved to golf\, bowl\, ski\, play pool\, shoot darts and carpentry. He played the drums and bugle for the Interstatesmen Drum and Bugle Core\, the Crusaders and Grenadiers. Bill also loved to spend time with his family and friends\, and enjoyed going to his grandchildren’s games to support them and attending Siena Basketball games.

She was the sister of the late Rev. Harold Gietz and the late Winifred Gietz. \nEDUCATION:\nEllen graduated from Castleton High School in 1937\, and then went on to St. Luke’s Hospital School of Nursing in New York City. She graduated from the School of Nursing in 1940. \nHISTORY:\nEllen enlisted in the United States Army on October 1\, 1941\, and served during World War II. On December 21\, 1945\, she was honorably discharged with the rank of First Lieutenant and was awarded the World War II Victory Medal\, the American Campaign Medal\, the National Defense Ribbon\, and the Woman’s Army Corps Service Ribbon. On December 15\, 1948 Ellen reenlisted into the United States Army and served until she was honorably discharged again on August 14\, 1950. \nPERSONAL:\nEllen was the wife of the late Lieutenant Nevin W. Shaak and the late Lieutenant Colonel James D. McKnight. She is survived by her five sons; David\, Douglas\, Colin\, Stuart\, and Donald McKnight\, ten grandchildren\, and 4 great-grandchildren. \nWORK EXPERIENCE:\nEllen worked as a registered nurse\, and was the school nurse at Maple Hill High School. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nEllen was the first female member of Castleton VFW Post 7337\, and a communicant of Trinity Lutheran Church. Ellen enjoyed being a member of the Castleton Study Club and Castleton Seniors.

DESCRIPTION:  \nJOSEPH W. STYNO\n1925-2005 \nFAMILY HISTORY:\nJoseph W. Styno was born on May 25\, 1925 in Troy\, New York to the late Joseph Styno and Rose Styno Pietrafesa. He was the brother of Doris Dayton\, and the late Anthony Styno and Mary Sontheimer. \nEDUCATION:\nJoseph graduated from Troy High School in 1943\, and later went on to graduate from Siena College in 1950. \nHISTORY:\nJoseph enlisted in the United States Army on October 25\, 1943 in Albany\, New York. He served with the 116th Field Artillery Battalion\, which was stationed in the Philippines. He was awarded the World War II Victory Medal\, the Asiatic-Pacific Service Medal\, the Philippines Liberation Ribbon\, and a Bronze Service Arrowhead. Joseph was honorably discharged on February 20\, 1946. \nPERSONAL:\nOn October 26\, 1952\, Joseph married his wife\, the late Adeline Ricci Styno\, at St. Mary’s Church in Troy\, New York. Together they had two children; Sandra Ryan and Kathleen Vale; and two grandchildren; Stephanie and Heather Vale. Joseph is also survived by several nieces and nephews. \nWORK EXPERIENCE:\nJoseph worked as a supervisor in the NYS Department of Taxation and Finance\, specializing in partnership tax law. In 1995\, at the age of 70 years old\, he retired. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nJoseph enjoyed bowling and was an avid fan of the New York Yankees and the Washington Redskins. He was a proud communicant of Sacred Heart Church and served as a Eucharistic minister at the former Saint Francis de Sales parish in Troy\, NY. Joseph loved spending his time with his granddaughters.

SUMMARY:William A. Nedoroscik Honor A Deceased Veteran
DESCRIPTION:William A. Nedoroscik\n1940 – 2018 \nFAMILY HISTORY:\nWilliam “Bill” A. Nedoroscik was born on August 11\, 1940 in Cohoes\, New York to the late John and Agnes Nedoroscik. He was the brother of Carol Soulia\, Chuck and Jim Nedoroscik\, and the late Deloris Speanburg\, Jean Herman\, Ed and Jackie Nedoroscik. \nEDUCATION: \nHISTORY:\nBill served in the U.S. Navy from 1958-1961. During this time he became a part of Task Group Alpha\, where he served aboard the U.S.S. Valley Forge CVS-45. During his time with the U.S. Navy\, Bill participated in Project Mercury\, Project Skyhook\, and was involved in the rescuing of all 28 survivors of the tanker SS Pine Ridge\, which had broken in two during an unforgiving storm. He then went on to serve in the Naval Reserves until his honorable discharge in 1964. \nAfter his time in the U.S. Navy\, Bill enlisted in the U.S. Marine Corps in 1965. He fought valiantly against hostile forces in the Republic of Vietnam\, and participated in the since declassified operations known as Deckhouse III\, Deckhouse III phase 2-Code name “Toledo”\, and Deckhouse IV. Bill was honorably discharged from the Marine Corps in 1968. He was the proud recipient of both the National Defense Service Medal and the Vietnam Service Medal. \nPERSONAL:\nBill is survived by his son William J. Nedoroscik of Clifton Park\, New York\, with whom he had a close relationship with. He had a special relationship with several nieces and nephews\, and is also survived by several great nieces and nephews. Bill was always helping others out of the kindness of his heart\, and had a soft spot for children and those in need\, especially military veterans. \nWORK EXPERIENCE:\nBill worked in the construction industry for H & M Contractors and John L Wojcik\, Inc. for most of his civilian life. He later became the Camp Manager at Kelts’ Grove in Waterford\, New York. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nBill was a patriotic veteran\, who served on the Board of Directors of the Veterans of Lansingburgh Club\, Troy\, New York. He also served as a marshal during several parades over the years and was awarded the “Veteran of the Year” award in 2016.

DESCRIPTION:September 2019\nGloria Lorraine (Steeves) Dolan & Andrew Dolan Honor A Deceased Veteran \n \nGLORIA LORRAINE (STEEVES) DOLAN\n1930-1992 \nFAMILY HISTORY:\nGloria Lorraine Steeves Dolan was born on August 8\, 1930 in Moscow\, Maine to the late Rex Stanton Steeves and Goldie Myrtle (Smith) Steeves.  She was the sister of Jean\, Burton\, Ray\, Hilburn “Hilly”\, Merle\, Eleanor\, Carl “Bud”\, Shirley and Arlene Steeves. \nEDUCATION:\nGloria graduated from Hillsborough High School in 1947\, and later went on to a Secretarial School in Moncton. \nHISTORY:\nGloria enlisted in the United States Army in the Women’s Army Corp (WAC) on October 26\, 1953 at Fort Williams\, Maine.  She served as a Company Clerk and was stationed at Fort Mason in San Francisco\, California after basic training. Gloria was the proud recipient of the National Defense Service Medal.  On October 25\, 1955\, Gloria was honorably discharged.  On January 23\, 1956\, Gloria reenlisted in Army.  Gloria became pregnant and on May 17\, 1957\, she was honorably discharged. \nPERSONAL:\nOn June 26\, 1956\, Gloria married her husband\, the late Andrew Dolan in Gorham\, Maine.  Together they had four children; Andrew\, Peter\, Bret and Dorinda; and seven grandchildren; Andrew\, Kristina\, Bryan\, Peter\, Zachary\, Bret and Britney. \nWORK EXPERIENCE:\nGloria worked as a Keypunch Operator for Gardenway (Troy-Built Equipment) Distributors. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nGloria was an active member of Mills Memorial Baptist Church and the Kings Daughters Church Choir. \nGloria loved being a grandmother and having all of her family together. She also enjoyed cooking\, baking\, gardening and knitting.

DESCRIPTION:September 2019\nGloria Lorraine (Steeves) Dolan & Andrew Dolan Honor A Deceased Veteran \n \nANDREW DOLAN\n1927-2003 \nFAMILY HISTORY:\nAndrew (Andy) Dolan was born on July 30\, 1927 in Lansingburgh\, New York to the late Andrew D. Dolan and Elsie May Dolan.  Andy was the brother of William “Bill” Dolan\, Frances “Pat” Dolan\, Molly Donahue and Elsie Craig. \nEDUCATION:\nAndy attended Troy Schools until 10th grade\, when he enlisted into the United States Navy. \nHISTORY:\nAndy enlisted in the United States Navy on October 1\, 1943 at 16 years old.  Andy’s original assignment was as a Seaman\, serving abroad the PC USS 576.  He was then transferred to LST 700 (Land Sea Transport)\, which was destroyed by Japanese Zero kamikazes and towed to the Philippines.  Later\, Andy was transferred to LST 992\, where his job was to drive small landing craft vehicles into the beaches during the Asiatic-Pacific Campaign of World War II.  On March 21\, 1946\, Andy honorably discharged from the Navy.  Andy reenlisted in the United States Army in 1948\, where he spent the rest of his career serving as a Military Policeman.  Andy was a Sharpshooter\, both carbine and pistol.  During World War II\, he served in the Philippines and throughout the Pacific.  From 1950-1952\, Andy served in Korea\, then the North Korean Conflict\, and then from July to December 1963\, he served in Vietnam.  During his service in the Army\, Andy was the recipient of the Armed Forces Expeditionary Medal\n(Vietnam)\, Asiatic Pacific Campaign Medal w/3 Bronze Service Stars\, four Good Conduct Medals\, Korean Service Medal w/3 Bronze Service Stars\, Letter of Appreciation\, Meritorious Unit Citation and Philippine Liberation Medal.  On January 31\, 1965\, Andy retired from the military. \nPERSONAL:\nOn June 26\, 1956\, Andy married his wife\, the late Gloria L. Steeves Dolan in Gorham\, Maine.  Together they had four children; Andrew\, Peter\, Bret and Dorinda; and seven grandchildren; Andrew\, Kristina\, Bryan\, Peter\, Zachary\, Bret and Britney. \nWORK EXPERIENCE:\nAndy worked for the Troy Police Department for 20 years\, retiring in 1985. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nAndy was a member of the Troy Police Benevolent Association. \nAndy enjoyed gardening\, horse wagering and spending time with his grandchildren.  He also enjoyed helping around his community.
