He was the brother of Jenny\, Eva\, Irene\, Herbert and Eugene. \nEDUCATION:\nJohn resided in Troy\, New York with his family and received his education through the Troy Public School system. \nHISTORY:\nOn May 22\, 1940\, John enlisted in the United States Army in Albany\, New York. He was assigned to the 36th Infantry Division as a rifleman\, and participated in many battles in the Mediterranean and European Theater Campaigns. John was honorably discharged with the rank of Private First Class on August 28\, 1945 from the United States Army at Fort Dix\, New Jersey. For his service\, John was awarded the Bronze Star Medal\, the Purple Heart Medal\, the Combat Infantry Badge\, the European-African-Middle Eastern Campaign Medal with Bronze Arrowhead\, the American Defense Service Medal\, the Good Conduct Medal\, the World War II Victory Medal\, the Expert Marksmanship Badge with M-1 Rifle Bar and Honorable Service Lapel Button. \nPERSONAL:\nOn November 14\, 1945\, John married his wife\, Josephine Cancilla. Together they had three loving daughters: Joanne\, Joyce and Jackelyn\, and grandchildren: Trisha\, Christine\, Mark\, Bill\, Steven\, Karin\, Colleen and Brian. \nWORK EXPERIENCE:\nJohn worked for Allegheny Ludlum Steel Corp. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nIn his spare time\, John enjoyed hunting and fishing. DESCRIPTION:Proclamation Honoring the Plunkett Family \nWHEREAS\,         Rensselaer County owes a great debt to the men and women of our loyal Armed Forces who so bravely fought to preserve our American heritage; and \nWHEREAS\,         We must never forget our veterans whose determined spirit led us to victory and gave us freedom\, peace and unity; and \nWHEREAS\,         It is consistent with the duty of this Legislative Body to recognize the contributions of the citizens of our county and on behalf of the residents of Rensselaer County\, we remember with deepest respect and admiration the life and career of George F. Plunkett\, Jr.\, John J. Plunkett\, Charles W. Plunkett\, Sr.\, James E. Plunkett\, Thomas J. Plunkett\, William P. Plunkett\, Sr. and Elizabeth A. Plunkett who unselfishly served their Country in various branches of the United States military; and \nWHEREAS\,         George F. Plunkett\, Jr. served his country in the United States Army from May 3\, 1946 until he was honorably discharged as a Corporal on September 23\, 1947. For his service\, George was awarded the WWII Victory Medal and Honorable Service Lapel Button; and \nWHEREAS\,         John J. Plunkett served his country in the United States Army from November 21\, 1950 until he was honorably discharged as a Corporal on November 14\, 1952. For his service\, John was awarded the Army of Occupation Medal with Germany clasp; and \nWHEREAS\,         Charles W. Plunkett\, Sr. served his country in the United States Marine Corps from April 18\, 1951 until he was honorably discharged as a Private First Class on April 17\, 1954. For his service\, Charles was awarded the Korean Service Medal\, the United Nations Service Medal and the National Defense Service Medal; and \nWHEREAS\,         James E. Plunkett served his country in the United States Army from January 7\, 1954 until he was honorably discharged as a Specialist Third Class on January 6\, 1956. For his service\, James was awarded the National Defense Service Medal and the Good Conduct Medal; and \nWHEREAS\,         Thomas J. Plunkett served his country in the United States Army from January 27\, 1958 until he was honorably retired as a Sergeant First Class on February 28\, 1981. For his service\, Thomas was awarded the Vietnam Service Medal\, the National Defense Service Medal\, the Vietnam Campaign Medal\, the Army Commendation Medal\, Overseas Bars (2)\, Good Conduct Medal (5th Award) and the Sharpshooter Marksmanship Badge with Rifle Bar; and \nWHEREAS\,         William P. Plunkett\, Sr. served his country in the United States Navy from May 5\, 1954 until he was honorably discharged as a Seaman on April 24\, 1958. For his service\, William was awarded the National Defense Service Medal; and \nWHEREAS\,         Elizabeth A. Plunkett served her country in the United States Marine Corps from October 23\, 1958 until she was honorably retired as a Master Sergeant on April 30\, 1981. For her service\, Elizabeth was awarded the Good Conduct Medal (5th Award)\, the National Defense Service Medal\, the Navy Commendation Medal\, the Meritorious Unit Commendation\, the Marksman Pistol Badge and a Certificate of Commendation (3rd Award); now\, therefore\, be it \nPROCLAIMED\,  That this Legislative Body does hereby acknowledge the life of George F. DESCRIPTION:JULY 2023 HONOR-A-DECEASED-VETERAN \nMICHAEL E. PARROW\, SR.\n1954-2019 \n \nFAMILY HISTORY:\nMichael E. Parrow\, Sr. was born on October 3\, 1954 in Troy\, New York to James and Lois (Evans) Parrow\, Sr.\, and was the brother of James\, Jr. \nEDUCATION:\nMichael resided in Troy\, New York with his family and attended Sacred Heart School\, Troy Public School 16 and later graduated from LaSalle Institute in 1973. \nHISTORY:\nOn June 30\, 1973\, Michael enlisted in the United States Army in Albany\, New York. He received his basic training\, and then went on to attend Military Police School before being assigned to United States Army Europe and Africa as an MP with the 529th MP Co HQ. Michael was honorably discharged from the United States Army with the rank of Specialist Fourth Class on June 23\, 1976 at Fort Dix\, New Jersey. For his service\, Michael was awarded the National Defense Service Medal\, the Good Conduct Medal\, the Expert Marksman Badge with Grenade Bar\, the Marksman Badge with .45 Cal Bar and Pistol Bar and the Sharpshooter Badge with M-16 Bar. \nPERSONAL:\nOn October 6\, 1979\, Michael married his wife\, Susan Carpentier at St. Bonaventure Church in Speigletown\, New York. Together they had three loving children: Michael\, Jr.\, Joshua and Alison\, and grandchildren: Remi and Maddox. \nWORK EXPERIENCE:\nMichael began his civilian career in law enforcement when he joined the Rensselaer County Sheriff’s Department after returning to civilian life. After seven proud years with the Sheriff’s Department\, Michael began his employment with the Troy Police Department in 1983. Throughout his career\, Michael served as everything from a patrolman to evidence technician. He was promoted to Sergeant in 2003 and assigned to the Detective Bureau in 2005\, where he spent the remainder of his career until his retirement in 2018. Some of his many accomplishments with the Troy Police Department include the Silver Shield and the John J. Givney “Officer of the Year” award. \nIn addition to working for the Police Department\, Michael also served as the Rensselaer County Health Department’s medicolegal death investigator from January 7\, 2002 until his passing. Michael was a pillar of the County’s Medical Examiner’s Office program and a founding father of the way the program functions today. \n  \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nMichael was always an active member of his community and making a difference on people’s lives. In his spare time\, he loved assisting in local youth sports\, whether it was  Lansingburgh Little League or Pop Warner Football\, he was there coaching\, running chains\, administering or simply providing rides to and from practice. He also held various positions with Pop Warner Football over the years\, including Commissioner\, Capital District President and a member of the Eastern Region staff. \nSadly\, on October 13\, 2019\, Michael passed away. \n  \n  \n  \nHonor A Deceased Veteran Ceremony will be held in the Legislative Chambers of the Rensselaer County Legislature. \n**Please note the new location:  99 Troy Road\, East Greenbush\, N.Y. 12061. \nFor questions or application information\, please contact the Legislature at 518-270-2880.

SUMMARY:August 2023 Honor A Deceased Veteran Donald A. Shields
DESCRIPTION:HONOR-A-DECEASED-VETERAN\nAUGUST 2023\nDONALD A. SHIELDS\n1932-2003 \n \nFAMILY HISTORY:\nDonald A. Shields was born on October 4\, 1932 in Harpersfield\, New York. He was the son of Theodore and Marion (Persons) Shields\, and had one sister\, Marie\, and one brother\, Clinton. \nEDUCATION:\nDonald received his education through the Sidney Central School District and lived with his parents in Harpersfield\, New York. \nHISTORY:\nOn September 7\, 1951\, Donald enlisted in the United States Marine Corps in Albany\, New York. He served with the 7th Marines\, 1st Marine Division as an infantryman in Korea. During a battle on October 4\, 1952\, Donald was wounded in action. After he recovered\, Donald returned to the front lines\, and on February 13\, 1953 was once again wounded in action. \nOn September 6\, 1954\, Donald was honorably discharged from the United States Marine Corps with the rank of Corporal. For his honorable service\, Donald was awarded the Purple Heart Medal with one Gold Star\, the Good Conduct Medal\, the Korean Service Medal with three Service Stars\, the United Nations Service Medal\, the National Defense Service Medal\, and the Republic of Korea Presidential Unit Citation. \nPERSONAL:\nOn April 12\, 1953\, Donald married his wife\, Jacquelin (Logan) in Sidney\, New York. Together they had four loving children: Gary\, Sharon\, Patricia and Penny. They went on to relocate to Castleton\, New York\, where they raised their family. Their family eventually expanded to include 6 grandchildren: Michael\, Christie\, Christopher\, Kelly\, Chantel and Ian. \nWORK EXPERIENCE:\nBefore his enlistment in the United States Marine Corps\, Donald worked as a farmhand on a dairy farm in Unadilla\, New York. After his service\, Donald went back to working as a farmhand\, until he began his career as a truck driver with Mobil Oil Co.\, so that he could support his family. He retired from there after 33 years of employment. Donald also worked as a building inspector for the Town of Schodack for over 16 years\, and served on the town’s planning and zoning boards. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nDonald was a member of the Peter Andrews Memorial VFW post in Castleton\, a member of the Exxon/Mobil retirees club of Albany\, a communicant of St. Paul’s United Methodist Church and a past Boy Scout leader. He enjoyed spending time with his loving family and friends\, especially traveling and camping in his free time. DESCRIPTION:HONOR-A-DECEASED-VETERAN\nSeptember 2023\nJohn Edward Dingman\n1932-2003 \n \nFAMILY HISTORY:\nJohn E. Dingman was born on September 2\, 1950 in Chatham\, New York. He was the son of Francis and Mildred (Tiffany) Dingman. He was the brother of Shirley\, Charles\, Lydia\, Eleanor and Frank. \nEDUCATION:\nJohn was a graduate of Maple High School\, before going on to serve his country. \nHISTORY:\nOn August 28\, 1969\, John enlisted in the United States Marine Corps in Albany\, New York and served during the Vietnam War. He served as a special radio operator with the Electronic Warfare Company\, 2nd Radio Battalion\, where he received extensive training\, including a 47-week Burmese Language Course\, and a 20-week Radio Communication Technology Course. John was honorably discharged with the rank of Sergeant on August 27\, 1973. For his honorable service\, John received the National Defense Service Medal and the Good Conduct Medal. \nPERSONAL:\nOn October 8\, 1983\, John married his wife\, Linda (Jewett) at the Castleton Fire House. Together they had three loving children: Beth\, Jason and Melanie; grandchildren: Justin\, Jordan\, Abby\, Alexa and Aliana; and great-grandchild Caynon. He resided in Nassau\, New York with his loving family. \nWORK EXPERIENCE:\nJohn was employed by GE Plastics in Selkirk for 40 years before he retired. \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nJohn was a big family man and loved spending time with his grandchildren. In his free time\, he loved to go fishing\, camping and hunting\, and his favorite getaway at the Adirondack Gateway RV Resort. John also taught bow hunting and rifle courses as a hunting education and safety instructor. DESCRIPTION:HONOR-A-DECEASED-VETERAN \nOCTOBER 2023\nRichard E. Santspree\n1950-2022 \nFAMILY HISTORY:\nRichard E Santspree was born on July 28\, 1950 in Troy\, New York. He was the son of Robert and June (Seguin) Santspree\, and the brother of Roberta\, Donald\, Robert\, Cynthia\, Michael and the late Paula. \nEDUCATION:\nRichard grew up in Cohoes\, New York and received his education through the Cohoes City School District.  \nHISTORY:\nOn October 30\, 1967\, Richard enlisted in the United States Army in Albany\, New York and served during the Vietnam War. He completed and received his GED in 1970 while serving. Richard was honorably discharged with the rank of Specialist Fourth Class on October 21\, 1970. For his honorable service\, he received the Armed Forces Expeditionary Medal\, National Defense Service Medal\, the Expert M16 and Sharpshooter M14. \nPERSONAL:\nOn April 3\, 1971\, Richard married his wife\, Christine (Hogan) at St. Rita’s Church in Cohoes\, New York. Together they had three loving children: Kimberly\, Richard and Thomas; four grandchildren: Kyle\, Kayeleigh\, Violet and Brayden; and several nieces and nephews. \nWORK EXPERIENCE:\nRichard worked for GE in Schenectady\, New York as a machinist for 40 years until he retired on August 1\, 2010. \n  \nCOMMUNITY ACTIVITIES/ORGANIZATIONS:\nRichard was an active member of the community and loved spending time with his family\, especially during the holidays and traveling for family vacations. He was a member of the Cohoes Rod & Gun Club\, American Legion Ruane Post 476\, Cohoes Moose Club and the Cohoes-Waterford Elks Lodge #1317. For many years\, Richard volunteered at the St. Rita’s Church annual bazaar and the Cohoes Rod & Gun Club’s annual kids fishing contest at Van Schaick Island Pond.
